Creating a workflow in Copilot Studio: a beginner’s map

Begin with a process you can explain

Write down what starts the work, what information is required and what result the user should receive. For a learning exercise, use a fictional request that records an enquiry and notifies a team. Keep it free of production customer data. Decide what should happen if a required field is missing or a connection is unavailable before opening the designer.

Check which experience you are using

Microsoft’s documentation distinguishes standard agent flows from newer workflows. Standard agent flows can run as automations or be invoked by an agent as a tool. The current natural-language authoring documentation supports agent flows, but explicitly says workflow authoring uses the designer. Follow the documentation matching your environment rather than assuming every tutorial describes the same interface.

Build and inspect the flow

In the relevant Flows or Workflows area, choose the appropriate creation path. Configure a trigger, authorised connections, required inputs, actions and conditions. For an agent-invoked flow, define a clear input/output contract so the agent can pass the request and interpret the result. Inspect generated steps as carefully as manually created ones. Natural-language creation is assistance, not proof that permissions and logic are correct.

Test before publishing

Exercise a valid request, missing data, an unavailable service and a repeated submission. Confirm who owns the connections and sees failures. Publish only after results match the intended behaviour.
